If you’re building, renovating or doing a knockdown rebuild on a NSW site with a pool, at some point your site manager, private certifier or safety officer is going to ask the same question: what documentation proves this pool is safely covered?
Here’s exactly what they’re looking for, why interstate paperwork doesn’t cut it in NSW, and what you should receive before any trade sets foot over the water.
Why documentation matters more than the cover itself
A pool on an active construction site is treated as a serious hazard – a fall risk, a drowning risk, and an open excavation all in one. Under NSW work health and safety requirements, the builder (as the PCBU) must be able to demonstrate that the risk has been controlled, not just that “a cover was put on.”
That means paperwork. If an incident occurs, or a SafeWork NSW inspector visits, or your certifier does a site inspection, a cover with no supporting documentation is treated the same as no control at all. The documentation is what turns a physical cover into a compliant, defensible risk control.
The documents a NSW site should receive
1. Signed installation compliance certificate
Design certification proves the system works. An installation certificate proves your installation matches that design. On completion of every install, you should receive a signed certificate confirming:
- The cover has been installed over the pool at the stated address
- It meets its specified Safe Working Load
- It addresses the relevant requirements of AS 1926.1 (Swimming Pool Safety Barriers) for restricting access to the water during works
This is the document your site manager files and your certifier sights. Builders and registered certifiers across Sydney and NSW accept this format because it connects the engineering to the actual site.
2. Safe Working Load statement
Trades need to know what they can actually do on the cover. A clear SWL statement tells the site whether the platform is rated for foot traffic only, for scaffold to be erected directly on top. Our standard systems are rated at 225 kg SWL, with 450 kg and fully custom ratings for heavier scaffold configurations and high-traffic sites.
3. Insurance certificates of currency
Any supplier installing over an open pool on your site should hand over current public liability insurance documentation without being chased. Your site manager or safety officer will typically require this before the install crew is allowed on site.
Who asks for this documentation, and when
- Site managers / safety officers – before trades work over or near the covered pool, and usually before the installer is inducted
- Registered (private) certifiers – at inspection stages, particularly on knockdown rebuilds and renovations where an existing pool sits inside the construction zone
- Councils – where development consent conditions require the pool to be safely managed during works
- Insurers – in the event of any incident or claim involving the pool area
